I did not mean like Apartheid or Jim Crow. That was ethnocracy. Instead, have a separate state for each ethnicity. It could end conflicts in Ethopia, Cyprus and Holy Land. Separation will result in peace. When multiple ethnicities are cramped into one spot with no clear borders, war crimes happen (see:Rwanda, Bosnia, ).
