HWTH was Franco a kleptocrat?

Probably because his regime led to Corruption in Spain.

Yes and Tusk was caught on corruption during premiership in Poland, Diem was a Nepotist and Moi was infamous for it.

No, Ukriane is not. Putin leads the global kleptocracy movement and Ukraine prevents kleptocracy from spreading. All kleptocrats are Putin's followers.

He has many followers around the world ( Lukashenko for example). It is everybody's job to stop his infiltration.

Putin's ideology is distinct enough and we already have much more specific ideologies listed here, so I don't know he still doesn't have one.
