It all started when Abraham was chosen by God and made a covenant to where Abraham would be the father of a great people and that Abraham and his descendants must obey God and in return God would guide them and protect them and give them the land of Israel for his descendants. Skip to after Moses chose's Joshua as his successor, Joshua goes on to conquer Canaan. After Joshua's death, Judges served as the rulers of Israel until a Kingdom was set up and Saul became the first king of a united Israel. This system would exist until Pompey the Great conquered Israel and made it a puppet state and later incorporated into the Roman Empire. The end of any autonomy came at the end of the Bar Kokhba revolt where the Roman emperor Hadrian suppressed the Jewish religion and any political autonomy while preventing Jews from going into Jerusalem, ending the religious influence in Israel.  
According to the narrative of the Hebrew Bible, the Israelites were led by Moses who delivered laws to them from God directly.  The word "theocracy" was coined by Josephus to describe this system - "our legislator [Moses] had no regard to any of these forms [of government], but he ordained our government to be what, by a strained expression, may be termed '''a Theocracy''', by ascribing the authority and the power to God" ([https://www.perseus.tufts.edu/hopper/text?doc=J.+Ap.+2.17 Against Apion, book II, chapter 17]).  The Bible records that Moses governed Israel in the 40-year period (Deuteronomy 29:5) that the nation lived in the wilderness until his death. Jewish Theocracy is an AuthUnity ideology that believes Judaism should be the state religion of the country and the law of the Tanakh should be the law of the state It could be ruled with the help of a court of rabbis rabbis, a king, or even by judges.
