It almost took too long for the people to rise up, and even Hood herself—the founding mind behind the creation of Rogue—admitted that it would lead nowhere but death. A few members of the military council were fed up with the councilist style of governance. They claimed that they had given up all their power to fight together and feared that in a real war, they would lose to the opposing faction. They also blamed communism for the mass emigration of Scottish intellectuals to other parts of Europe. Drawing from ideas found on an old blog, they formulated a new vision, and with the support of the wider population—many of whom were tired of the constant infighting between various councils and communist factions—they founded the first European Neocameralist state.
