Brazil
Itamar Franco - The 
Plano Real was succeful in combating the Inflation rates in Brazil that were worsening each year. the Plano Real long-term effects were:
- Maintaining low inflation rates and real value references;
- Increase in the purchasing power of Brazilian families;
- Modernization of the Brazilian industrial park;
- Economic growth with job creation;
It's pretty much the reason why Killer Kitty supports Neoliberalism, as those who greatly improved Brazil in that time supported Neoliberalism.
United States
James Polk - Hate or love him, he literally did most for the USA than most presidents in only 4 years(he annexed a big part of land, illegal or not is questionable, but he still did most than the majority.
Mexico
Zedillo - The man Democratized Mexico and even during the country was in a extreme economical crisis he still managed to reduce the unemployment and improving the economy, he and Franco are the reason why Neoliberalism shouldn't be demonized.
