Every 4-5 years during elections the government sends workers to actually do what they promised - renovate the stadium to look credible. As soon as elections end, boom progress freezes again. This mess has been going on for 30 years straight.

A good example is the USA recently: The only reason 51% of the country voted for Biden is not because they supported the Democrats, but because they disapproved of the Republican party. You could blame it on the Two-Party system, but similar situations happened in other countries. People in France voted for Macron not because they support him, but because they hate the other candidates. Human nature to make rushed decisions based on negative experiences compromises democracy.
