He is the former governor of Tabasco, and he was infamous for his authoritarian policies against Catholics. He arrested and killed clergymen, created the "Camisas Rojas" or Red Shirts to terrorize the Catholic population, was supported by socialists and was himself inspired by Lenin, and fought against Catholic guerrilhas opposed to his policies.
