Not really, initially he planned to not kill any civillian in the war Paraguay started, but the paraguayan government armed the population and created a guerrilha within the country. It was hard to distinguish who is a civillian and who was a soldier. When the war was over he ordered the liberation of the slaves in Paraguay years before it was in Brazil. Fun fact: Paraguay started the war and invaded western Brazil, he ordered the mass rape of Brazilians in the area, but history generally forgot about it.
