The Alternative United Nations (AltUN) is an international organization that has succeeded the UN, purportedly, with the aim of providing voluntary arbitration, resolving disputes, standardizing exchange rates, and offering an international forum. In AltUN, each member state is equally represented and has equal voting power, and no AltUN mandate can be imposed on a member state against its will.

AltUN has been established not to maintain or advance peace like its predecessor, but to establish institutions for regulating fundamental international relations and cross-border law, such as Diplomatic immunity, Sea Law, Air law, and the transfer of university, among others.

Another vital component of AltUN is the provision of an international forum. To that end, a hall will be constructed at the AltUN headquarters, with its location yet to be determined, although Poland has proposed Stettin or Budapest. This hall will be utilized to facilitate member states' annual meetings, during which they can update the international community on their situations and express their opinions to the entire international community.

Timeline

2024: The United Nations votes to remove Russia from the Security Council.
2025: The Russian Federation voluntarily withdraws from the United Nations.
2027: The United Nations imposes sanctions on both the Polish Social Nationalist Republic and the remnants of the Russian Federation.
2027: The International Criminal Court issues an arrest warrant for Hubert Ziółkowski, the Kultokrat of the Polish Social Nationalist Republic.
2027: The Polish Social Nationalist Republic decides to withdraw from the United Nations.
2028: The Polish Social Nationalist Republic and the remnants of the Russian Federation establish the Alternative United Nations.
2028: The Russian Federation experiences a complete collapse, resulting in the Polish Social Nationalist Republic becoming the sole member of the Alternative United Nations, effectively suspending its operations.
2029: The Security Council becomes vacant as all member states have collapsed, leading to the disintegration of the original United Nations.
2030: In search of an international organization, states such as the Republic of Sorbia and the New Italian Republic join the Alternative United Nations, reviving its de-facto operations.

Provisions

CHARTER OF THE ALTERNATIVE UNITED NATIONS

Preamble:
The signatory member states, recognizing the importance of maintaining peaceful international relations and promoting cooperation among nations, have agreed to abide by the following basic international laws.

Article I - International Law of Treaties:

  • All multilateral or unilateral treaties between member states shall be formatted in a standard manner, including a preamble, main articles, and an ending that indicates the languages of the original treaties.

Article II - International Law of the Sea:

  • Each member state may govern over seas up to 12 nautical miles from their coast. In cases of dispute, involved parties must settle the matter through negotiations or conflict. Maritime territory beyond 12 nautical miles up to 200 nautical miles can only be governed, under economic area status, if no opposing claims from another member state exist within a proximity of 550km from the area.

Article III - International Law of Diplomatic Immunity:

  • Member states shall provide diplomatic immunity to foreign diplomats, including immunity from criminal prosecution, immunity from civil suits, inviolability of premises, freedom of movement, and exemption from taxes (optional). Failure to opt-in for tax exemption will result in the loss of exemption for the respective member state's diplomats.

Article IV - International Law of Aviation:

  • Foreign planes cannot enter a member state's airspace without notifying the said party in advance, except in cases of extraordinary circumstances or war.

Article V - Arbitration:

  • The Alternative United Nations (AltUN) shall provide arbitration to member states in disputes via a 3-member council consisting of representatives from opposing political blocs, provided that both member states consent to the procedure.

Article VI - Exchange Rate:

  • A council consisting of economic delegates from all member states shall work together to set exchange rates between member countries. However, this does not outlaw having pegged exchange rates.

Article VII - University Transfer:

  • A council consisting of education delegates from all member states shall work together to determine the exchange of grades from pre-university institutions into points to facilitate university admissions for foreign applicants.

Article VIII - International Forum:

  • The AltUN shall construct a hall where delegates from each member state shall meet annually to present updates on the international situation of their respective countries or grievances to the international community or to listen to other member states' grievances and updates.

Article IX - Standardization of Maps:

  • A council consisting of cartographic delegates from all member states shall work together to set digital maps of the world so that GPS for public roads can be used in all countries with ease, except where the respective member state's privacy laws prohibit it.

Article X - Ratification and Accession:

  • This treaty shall be open for signature by all states and shall enter into force upon the deposit of the tenth instrument of ratification or accession. Any state may accede to this treaty upon depositing an instrument of accession with the depositary.

Resolutions

Resolution 1:

It has been proposed that a small area in Switzerland would be given over to the sovereign control of the AltUN for the purposes of a fully neutral capital.

Resolution 2:

AltUN Resolution 2: Resolution for the protection of the cultural heritage of the Simpson Islands in international importance.
It has been proposed that the Simpson Islands and Big Island shall remain unclaimed territory in order to preserve an oddity of international law and ensure the continuation of its diplomatic cultural importance and protect the territorial integrety of the states surrounding the Great Slave Lake. This resolution would forbid any country from claiming the islands and formally end the dispute in favor of international protection for the unclaimed status of the islands.

Resolution 3:

AltUN Resolution 3: Resolution for the issuing of an official recommendation for the usage of Article V in the conflict over the Greater Poland Voivodeship issue.
It has been proposed that the AltUN issue an official recommendation for the implementation of Article V - Arbitration in the conflict over the Greater Poland Voivodeship issue, inviting all parties involved into the arbitration system.
