The Ruthenian Social Nationalist Republic, hereinafter referred to as "RSNR," is a sovereign state established through the treaty of Baranovichi. Originally known as the Rutheanian Salvation Area, the country emerged as a result of collaborative efforts between various factions. Pursuant to the provisions of the treaty of Baranovichi, two representatives were chosen from the Tarnopol oblast, two from the Ukrainian government in exile in Byzantium, and two from local forces formerly associated with the army of the Federal Republic of Eastern Poland and Lithuania.

Following several days of negotiations among the three parties, a constitution was formulated and ratified, establishing a triarchal system of governance. This system involves the sharing of decision-making powers among three distinct factions, each electing its own leaders. Once the governmental structure was organized, the people were granted the opportunity to choose a name for the newly formed republic. Among the proposed options, "The Ruthenian Social Nationalist Republic" emerged as the prevailing choice. The selection of this name, inspired by the neighboring Polish Social Nationalist Republic, remains subject to speculation. It is speculated that the new country sought to establish favorable relations with its western neighbor, which previously demonstrated an intolerant stance towards the Ruthenian people. Additionally, the decision may have been influenced by the fact that the Polish Social Nationalist Republic allowed Ruthenian officers of the FRWPIL army to surrender rather than being subjected to complete annihilation during encirclement operations.
