Plus it wasn't all that much of a police state like under Fascism since crime, bounty hunting, smuggling and a lot of other illegal things are fairly widespread and seemingly not much is done, even though the empire literally knows the Mos Eisley cantina exists, which is a huge hub for criminals and marauders, but kind of does nothing about it.
